Not sure if one exists, but someone had asked me for this a while ago. Here it is! My Polycom Provisioning Tool. Notice the version is 0.0.1. Just a concept program (but it works well).
I am open for suggestions, feature additions, and bug fixes. Email me with any requests. I want to improve this to make it really useful for the community, so let me know what you think.
